Wednesday marked the first day of regular business in the New Brunswick legislature since Blaine Higgs won a Progressive Conservative majority government Sept. 14.

It didnt take long for the parties to exchange jabs during question period. One of the focuses for the opposition Liberals was health care.

Interim leader Roger Melanson called for details on a plan to address health care that was referenced Tuesday.

Theres no doubt health care is an important issue and one that people are passionate about.

When the Tories tried to implement health reforms in February and reduce hours at several rural emergency rooms, they were met with uproar from the impacted communities.

But the challenges within the system arent going away; if anything, they could worsen with more doctors and nurses retiring and not enough replacements coming in. Recruitment of medical professionals has been a chronic issue for New Brunswick and other Canadian jurisdictions.

We really need to move forward by having a provincial plan, says Dr. Jeff Steeves, an opthalmologist in Rothesay. The government addressed it I think by calling it an action plan; that was their wording. But to look at how we can best utilize human resources within their areas of excellence and abilities.

Thats something Higgs has also stated in the past two days that the province must look at how it can improve services with the resources New Brunswick already has.

But details on any health reforms need to be made public, says the official Opposition.

Members of my community and members of the committee who have come together to work on this have said, We want to be part of creating the consultation process so that we make sure we have a say, we make sure that the right players are there,' Mitton says.

Higgs highlighted the St. Josephs hospital focusing on surgeries as an example of how hospitals could specialize in certain services.

We have thoughts, Im sure the health authorities will have thoughts on how they can give better results, he told reporters. Because the whole hip and knee thing was something that the health authorities said, If we focus on our efforts here, we could improve our service to customers So how many more of those opportunities exist?

The regions, which are often combined for statistical purposes, had an average waiting time of 12 weeks.

Though this is below the Governments pledge of 18 weeks from diagnosis to treatment, 43 per cent of people waited longer, many people significantly so.

The figures show there were some people who waited as long as two years for treatment, with plastic surgery having the longest waiting times.

Cardiothoracic surgery had the shortest waiting times but considerably fewer patients than other areas of medicine.

Ear, nose and throat and opthalmology had the largest number of patients and some of the longest waiting times.

Consulant opthalmic surgeon at Optegra, Shafiq Rehman, told The Yorkshire Post there had been a dramatic increase in cataract referrals in recent months, as people struggled to cope in lockdown with increasingly poor vision, and said he expected waiting times to get worse.

It is highly likely that the additional pressure caused by the fallout from Covid-19 will dwarf the usual seasonal pressures for the NHS and sadly the result is likely to be that elective NHS activity - routine out-patient appointments, cataract surgery, elective hip/knee surgeries - will be most heavily affected and I foresee many areas of the UK experiencing long delays to access routine elective medical care in the coming six to twelve months ahead.

He urged people with medical concerns not to risk making problems worse by delaying seeing a doctor.

As health systems are set to start reporting their third quarter earnings results this week, new research highlights hospitals' ongoing fears about financial viability, patient volumes and supply stocks.

That's as new hotspots in the Midwest report rising COVID-19 case loads and hospitals prepare for the pandemic to collide with flu season, potentially causing stress on capacity once again.

The takeaway is that most hospitals aren't expecting a return to normal anytime soon, although it depends on the trajectory on ongoing efforts to develop vaccines and treatments. Most executives see 2022 as the timeline for seeing some regularity, according to Kaufman Hall.

About 20% of hospital executives surveyed by the group recently said they were "extremely concerned" about their financial viability until an effective vaccine or treatment is available. Another 50% said they were "moderately concerned."

Some major hospital systems, however, have not fit this pattern. Earlier this month, HCA Healthcare previewed better-than-expected third quarter financial results and said it was returning all $6 billion it received from CMS in federal COVID-19 relief funding.

How health systems are doing now depends larger on their status at the beginning of this year, as well as market position and size, Lance Robinson, managing director at Kaufman Hall and one of the report's authors, said.

"If you were strong going into the COVID crisis, you're probably able to weather it much better than if you were teetering on low margins and low volumes to begin with," he said. "So I think it really just exposed those health systems and providers that were already not doing well."

Meanwhile, patient volumes are falling again after a rebound in early fall. And older people at a higher risk for severe symptoms from COVID-19 are less likely to return for care, according to a Kaiser Family Foundation analysis of Epic EHR data.

That research showed that total admissions for this year will come in about 10% lower than had been forecast, possibly more if restrictions on elective procedures are reinstituted later this year.

"[I]f the coronavirus begins to spread more rapidly later in the fall and non-emergency procedures are once again delayed, it could have serious consequences both for hospitals' financial stability and the health of patients," according to the report.

Outpatient volumes are also rebounding at a varying rate, according to a Commonwealth Fund report published last week. While some areas like dermatology and opthalmology are seeing rates actually exceed pre-pandemic levels, most are still falling short. Pulmonology, for example, is 20% below pre-pandemic levels still.

Multiple reports have shown crashes in pediatric visits, putting a strain on children's hospitals across the country.

Hospital executives are also dealing with changes in workforce and expenses. Three-quarters told Kaufman Hall they are ramping up monitoring and resources going toward mental health and burnout concerns among staff.

They noted that costs for personal protective equipment and labor expenses for nursing staff have increased significantly.

The Kaufman Hall survey conducted in August found 40% saying case numbers are rising and 36% saying they're staying level. Nearly half said the length of stay among COVID-19 patients had led to them canceling elective procedures.

That isn't likely to have improved in the past two months. Eight states set new records last week for novel coronavirus infections recorded in a single day, according to the COVID Tracking Project, and fears about another surge in the coming weeks abound.

Volumes are also varying by service area. About 60% of respondents said oncology levels had returned to 90% of what they were before the pandemic. Not quite half said the same about cardiology surveys while orthopaedics, neurology and radiology trailed at 37% reporting nearly normal volumes. Pediatrics was in the last at 22%

Executives said they are worried about the expected changes in payer mix. The biggest concern is an increase is uncompensated care, followed by higher percentage of self-pay and Medicaid patients.

Those concerns are far from unfounded. At the beginning of this month, more than 4 million people had enrolled in Medicaid because of the pandemic and resulting recession. And more than 14 million may have lost health coverage because of job losses.

To help offset those adjustments, executives are turning to supply reprocessing most, according to Kaufman Hall.After that, nearly 60% said they implemented furloughs and 56%instituted salary freezes or reductions. That was followed by permanent workforce reduction (31%), suspending matching contributions to retirement plans (25%) and restructuring physician contracts (19%).

Supply chain concerns have not entirely waned. In recent months, hospitals have been focused on building up stockpiles of personal protective equipment to prepare for potential case surges. Some states, like California and New York,have mandated they have a 90-day supply on hand.

That presents a new challenge of logistics and warehouse management, said Jeff Ashkenase, group vice president at group purchasing organization Premier.

Providers are generally feeling much better about their access to PPE than they did in March and April, but they may never feel secure that they have enough of everything that could be needed, he said.

"So, we're sort of operating in peril," he said. "We're operating in normal cases and volumes and the types of work that we did and simultaneously building up the stockpile."

Only 3% of hospital staff responding to a recent survey from Premier said accessing the Strategic National Stockpile through their state was an "easy process." About 30% said it was difficult, while 44% said they "managed" and 22% did not access the national stockpile.

Ashkenase called for more coordination to improve the efficiency of shared stockpiles. "With all the stockpiles, the need for more transparency on what's in the stockpile and how to access it, when you will get it, will be beneficial," he said.

Respondents to Premier said regulatory flexibility had been most helpful to them in preparing for another wave. Expanded telehealth coverage and payment was cited the most, followed by reimbursement for alternative care settings and workforce changes like allowing clinicians to practice at the top of their license.

As major public hospital operators begin their Q3 earnings reports with Tenet leading the pack Tuesday, Robinson said he'll be watching for what areas are seeing patients returning and how quickly.

"And then on the expense side, it's obviously the PPE and the staffing requirements that are going to need to be out there, especially if we have a third wave of COVID," he said.

And looking even farther out, the traditional method of looking to the past year's metrics won't work when looking toward 2021 and 2022, Robinson said.

"I think clients are struggling with, 'How do I even begin to build a budget for 2021? What does that look like?'" he said.

Ive always been a fan of Rod SerlingsThe Twilight Zone,says the 38-year-old. So I thought to myself: I want to write a book thats sort of a Pinoy version ofThe Twilight Zonemix in the supernatural with mundane details all Filipinos can relate to, and end the story with a note the reader wasnt expecting.

In writing the book, Ong challenged himself to steer clear of whats been done before in Filipino horror fictionthe aswangs, the white ladies, the tikbalangs that are common fixtures in the genre.

Apparently, theres still a lot to be mined in Pinoy horror culture after youve gone past the aswangs from Siquijor, the White Lady from Balete Drive, and the Snake Man in Robinsons Galleria, says Ong. I looked deeper into the annals of our local folklore and urban legends, these rabbit holes on the Internet, and I found so many obscure gems that a horror writer can easily turn into a short story.

Tales for a Rainy Seasonclaims it has everythingfrom Nardong Putik (the gangster who could turn himself invisible by using consecrated mud) to Baguio hippies who practice ritual suicides. One of the stories explores that urban legend of Jose Rizal being the man behind the Whitechapel Murders.

Entitled The Opthalmologists Case, Ongs alternate take on the Sherlock-Holmes-meets-Rizal story comes from all the Rizaliana he imbibed from prep to college in Ateneo de Manila. Marilou Diaz-Abaya, one of Ongs teachers and the director of the 1998 epic on the National Hero, also shared with Ongs class the wealth of information she discovered while working on the biopicstuff not usually included in a Rizal class.

One of the pieces of trivia from those classes thats stayed with Ong is Rizals stint as a horror writer. He wrote one calledJunto al Pasig, which is like aStranger Thingsadventure tale where a group of kids fight Satan during a Holy Week procession. Truly cool stuff, says theTales for A Rainy Seasonauthor.

Which brings us back to The Opthalmologists Case. I wanted to explore that urban legend that connected Rizal to the Jack the Ripper murders in 1888. Historically speaking, he was there in London when it all happened! And since Im a big Sherlock Holmes fan, I couldnt think of any other detective who could dig up the case...I pictured more as a fugitive movie, where Rizal is on the run from the law, and Sherlock and Watson are on his tail.

Ong describes the story as an exciting chase through the many corners of 19th century London, and via the story, readers will get a glimpse of the life of an Ilustrado in those timesthe boarding houses, their habits and vices, the nightlife in the seedier parts of the city. More than that, I wrote the story because I wanted to see how the smartest Filipino there ever was can match up to the terrifying mind that is Sherlock Holmes.

Ong is not exactly a stranger to the horror genre. He is the writer and director behind the 2011 Cinemalaya horror filmSan Lazaroand 2014sOvertimeunder GMA Films.For him, a good horror story should have other things going for it than the scares. A good horror story must also have humor and drama.Also, it all boils down to the hero of your story and how much you care for him or her, says the author. Before you expose your hero to the ghost or the monster, he should be someone you root for and care about.

Long ago, humans tend to spend their night in darkness. The main source of light back then was the Sun, which is up only in the daytime. But with the technology available in this era, access to light is much easier, and most of the time, people tend to abuse it without realizing its price.

For instance, blue light can cause strain, irritation, and dryness of the eye after a long day of staring at the screen. But since most people nowadays cannot escape having to use computers or gadgets, it has become hard to manage the adverse effects of blue light on the eyes.

The trendy blue light glasses might help people suffering from these effects. But many are asking if these glasses would genuinely help them handle blue light or using blue light glasses is just another hype?

Blue light glasses are specially crafted to block or trap blue light from the screens of computers, phones, tablets and other gadgets. The lenses help reduce potential damage to the retina from prolonged exposure to blue light, according to Cleveland Clinic.

But because blue light glasses are somewhat new, there is only a little research about them, and the FDA does not regulate the eyewear because it is not sold as a medical device.

According to the American Academy of Opthalmology,people need not wear blue light glasses or any eyewear for those who frequently use the computers. They said that digital devices do not lead to eye disease and do not cause eyestrain. The problem is that the eyes tend to be overused in using digital devices, hence the eyestrain.

"The symptoms of digital eye strain are linked to how we use our digital devices, not the blue light coming out of them," they added.

But some experts agree to the benefits of the blue light glasses like Greg Rogers, a senior optician at Eyeworks in Decatur, GA. He said that customers in their shop have benefited from the glasses and would opt to wear one or use a special screen for their computers when staring at screens.

Moreover, the American Optometric Association's former president Samuel Pierce, OD, said that he recommended using blue light glasses to lessen eyestrain.

The digital era has brought more blue light to the world than ever. From televisions, smartphones, laptops, and tablets, everyone is surrounded by blue light, WebMD reported.

In a survey in 2018, it was found out by Acuvue that office workers work about six and a half hours per day sitting in front t of a computer. While another survey by Pew Research Centerfound that 28% of American adults say they go online almost always, and younger ones are online the most.

But still, most research suggests that digital overuse and not the blue light causes eye problems, although those who wear blue light glasses tend to report less eyestrain than those who do not.

However, Susan Primo, OD, an optometrist and professor of ophthalmology at Emory University is more worried about how blue light glasses are used in some misleading marketing.

According to her, companies may use words that will not mislead their customers into believing that the glasses can cure them of their eye problems.

"They can use words like 'may' and 'might.' Marketing can take things to a level that might not be a sound recommendation, sound science, for people to go out and get them," Primo said.

Do Blue Light Glasses Really Work or Are They Just a Hype? - Science Times

Looking into the mirror and seeing that one of your eyes is bloodshot can be alarming. This condition, known as pink eye, or conjunctivitis, is not only unsightly it can be highly contagious. Understanding pink eye and what causes it can help us avoid getting infected and spreading it to others.

Pink eye is an inflammation or infection of the membrane that lines the white part of your eye (called the conjunctiva).

Types of pink eye include:

Only the viral and bacterial types of conjunctivitis are contagious. Pink eye from allergies or irritants is not contagious.

When the conjunctiva membrane becomes infected, it turns pink or red. Other symptoms of pink eye may include eye watering, itchiness, discharge or crusting of the eyelids and lashes, according to the Centers for Disease Control and Prevention.

Just like the common cold, pink eye can be caused by a viral or bacterial infection. Viral conjunctivitis can occur when you contract certain viruses, such as an adenovirus. Bacterial conjunctivitis can be triggered by staph or strep, or other bacterial infections. You can also get pink eye as a result of seasonal allergies.

Dr. Ken Miller, an ophthalmology specialist in West Orange, New Jersey, told TODAY that it's important to pay attention to whether any yellow discharge develops. If there is yellow discharge, the conjunctivitis is bacterial and needs to be treated with an antibiotic.

Parents, in particular, should be on the lookout for this yellow discharge if a child has pink eye. Dr. Steph Lee, a pediatrician in Reading, Pennsylvania, and a spokesperson for the American Academy of Pediatrics, said children should see a pediatrician if they have this symptom or if they need to wipe their eyes several times an hour. If they have pain in their eyes or blurry vision, take them to their pediatrician immediately, said Lee.

If the discharge is red or watery, however, the conjunctivitis is likely to be the result of a viral infection, therefore, it cant be treated with antibiotics. Basically, you just have to ride it out, said Miller. In this situation, a warm compress can help soothe the infected eye (or eyes).

Never underestimate the power of a warm compress, said Lee. For viral conjunctivitis, she recommended applying a warm compress four to five times per day for about four to five minutes at a time to help bring down the swelling.

"About 20% of children may get pink eye with COVID," said Lee, "whereas in adults, it's more rare, closer to 1 to 3% and not usually a stand-alone symptom. This might be because children are more prone to rub or touch their face when they're sick, since COVID can spread via eye discharge." Lee also cautioned that "if you have pink eye and know of exposure to someone with COVID, or have respiratory symptoms, you should contact your doctor."

The pandemic has taught us all to be more mindful about how we interact with our environment. This newfound awareness can help limit instances of pink eye as well. Pay attention to what you touch and be conscious of any symptoms of pink eye that may arise. These days, said Miller, no one should be touching their face anyway.

Corneal blindness emerged as the second important cause of blindness.Beside this, the proportions of blindness due to complications of cataract surgery have also increased, says Dr Alpa Atul Poorabia, consultant ophthalmologist at Apollo Spectra Hospitals in Kondapur.

Following points are very important not only to find the cause but also to prevent further damage and treat according to the cause of vision impairment.

There must be regular eye checks after age of 40 years, especially for diabetics. There must also be detailed eye examination for children, before entering school to rule out refractive error. If you have a family history of glaucoma, then go for check- ups yearly.

Medical equipment manufacturer Wipro GE Healthcare has partnered with the Indian Institute of Science (IISc) to open a research lab.

The lab is located at the Department of Computational and Data Sciences (CDS) in Bangalore. It will specialise in healthcare diagnostics, deep learning technology, ML and AI systems. Work will also be done on digital interfaces to produce sophisticated diagnostic and medical image reconstruction techniques.

This research unit will involve around fifty students and three faculty members of IISc to begin with. They will work closely with clinicians as well as Wipro GE Healthcare to integrate computational models into clinical workflows, to help doctors improve patient outcomes.

The partners are aiming for this collaboration between the worlds of industry and academia to solve some of the toughest challenges healthcare faces, using artificial intelligence and machine learning. One of their work streams will be exploring deep learning models to analyse lung lesions caused by COVID-19 via ultrasound and CT images.

Additionally they will apply deep learning models to improve opthalmology imaging, and medical image reconstruction methods.

The IISc was established in 1909 through a partnership between founder of the Tata group Jamsetji Nusserwanji Tata, the Maharaja of Mysore, and the Government of India. Over the 111 years since its establishment, IISc has become a major institution for advanced scientific and technological research and education in India.

Wipro GE Healthcare is supporting the research lab with a grant as part of its CSR efforts. This funding will be used to equip the lab with the necessary hardware and software. This includes state-of-the-art deep learning servers and an advanced visualization platform.

Commenting on the collaboration, Dileep Mangsuli, Chief Technology Officer at GE Healthcare South Asia said: The world's healthcare is transforming through use of digital technologies which can enable precision health. This transformation can be accelerated by building a collaborative ecosystem of industry and academia partners.

"This Healthcare Innovation Lab at IISc will help bring to market unique digital solutions which will get integrated into our Edison platform and intelligent devices, helping clinicians solve some of the toughest healthcare challenges.

Prof. Phaneendra Yalavarthy, convener of the lab as well as the Chair of the Office of Development and Alumni Affairs at IISc, said: Private-Public partnership is in the DNA of IISc and this collaborative lab in the space of artificial intelligence in healthcare funded by Wipro GE Healthcare is timely, given the push for digital technologies.

Dr. Scott Edmonds, an optometrist,shared withPOPSUGAR that kids eyes are"still-developing eyes generally allow for more high-energy blue light to reach and potentially damage their retinas" and that excessive blue-light emissions "may produce oxidative and phytotoxic damage to cells in the cornea and retina of the eye."

Digging deeper though, a recent study done by theInternational Review of Ophthalmic Opticsshows that there is a lack of"strong evidence" whenever it comes to the connection between eye strain and blue light.

Here's the thing though: the purpose of blue light, especially in relation to screens, is to keep people alert. However, it doesn't always come from screens. Nope. It's actually everywhere and can be found influorescent lighting, LED, but mostly - it comes from the sun.

Yup. And theAmerican Academy of Ophthalmology (AAO) even says that we get10 times as much blue light from the sun than we do from a computer screen.

"There's no scientific evidence to suggest that blue light from our screens or devices are damaging our eyes or our children's eyes," Dr. Purnima Patel, the clinical spokesperson for the AAO, said in a statement. "That's why the American Academy of Opthalmology does not recommend blue-light-blocking computer glasses."

So back to our original point about these expensive glasses that moms are fretting over purchasing: don't waste your money.

While plaintiffs complaints differ regarding how long Elmiron was used to treat interstitial cystitis, and a range of vision problems have been cited, all lawsuits, including the class action in British Columbia and the other in Quebec, are similar. All claim the manufacturers failed to disclose the serious link between Elmiron use and significant visual damage, including pigmentary maculopathy and Elmiron did not properly warn patients of the risks, according to the Quebec complaint.

In August 2020, two women in the U.S. filed lawsuits against Elmiron manufacturers Johnson & Johnson and its subsidiary Janssen, Bayer and Tevaaccusing them of failure to warn consumers of Elmirons risk, negligence, designing Elmiron in a way that makes the drug defective and hazardous to health, and fraudulent misrepresentation of the risks associated with Elmiron. One woman had taken Elmiron for about four years, the other woman ten years. These complaints (cases are Johns v. Alza Corp. et al., case number 3:20-cv-10341, and Levy v. Alza Corp., case number 3:20-cv-10342, both in the U.S. District Court for the District of New Jersey).

The British Columbia plaintiff, Arenlea Felker, filed the Elmiron side effects class action lawsuit against Janssen Inc. and Teva Branded Pharmaceutical Products R&D Inc. Felker, prescribed Elmiron to treat interstitial cystitis in 2005 and continued to take the medication daily, allegesthat the drug caused permanent vision-threatening eye disease called pigmentary maculopathy.

In a study published in Opthalmology back in November 2018, researchers concluded that maculopathy associated with chronic exposure to PPS is possibly avoidable". Another study published in January 2019 associated the Chronic use of pentosan polysulfate sodium with risk of vision-threatening disease, and a number of articles have been published with similar conclusions.

As well, studies have found that patients with interstitial cystitis who don't use Elmiron have no instances of pigmentary maculopathy. But many other issues are related to vision loss, from mental health issues to a higher risk of falling. One 2014 studypublished in JAMA Ophthalmologylinked poor vision to a reduced life expectancy.
